Fire Regulations |
 |
Anyone responsible for a business premises in England and Wales must take action from 1 October 2006 to comply with new, simpler and safer fire laws.
From that date, fire safety law will be covered by one piece of legislation in most premises and fire certificates will be abolished.
Instead, the emphasis will be on preventing fires and reducing risk with a ‘responsible person’ tasked to ensure the safety of everyone who uses the premises including carrying out checks on fire protection equipment and facilities.
The Minister responsible for the fire and rescue service, Angela Smith, said:
“Risk assessment is a process that should be familiar to all businesses and the self-employed across England and Wales. These new rules will remove burdens from business - replacing over 70 separate pieces of fire safety legislation with a single reform.
“If your premises complies with current fire safety regulations, then the major difference you will notice is that new rules are cheaper and easier to follow especially as, in most cases, you will now been dealing with one regime and one enforcer.”
CFO Iain Cox, chairman of the Chief Fire Officers Association National Fire Safety Committee, said:
Fire and Rescue Services will be carrying out audits to check compliance and where standards are not acceptable they will work with the responsible person to identify a suitable solution.
The "responsible person"
The Regulations make fire safety the responsibility of what the Regulations call the "responsible person".
It will be the duty of the responsible person to comply with the Regulations by taking general fire precautions, conducting a risk assessment, eliminating risks from dangerous substances, providing emergency routes and exits and providing information and training to staff. Where there are any alterations or changes in use, the responsible person must take steps to keep the fire assessment up to date.
Even where a responsible person hires a contractor to review the fire safety arrangements, although the enforcing authority can take action against the contractor for an inadequate report, the responsible person remains liable. It is their obligation to make sure that the Regulations are complied with. |

Food Safety and the E.Coli outbreak. |
 |
The recent E.coli outbreak has refocused everyones attention on one of the most fundamental principles of Food Safety, that of simple but effective hand and surface cleaning.
There can be little doubt that the extensive spread of the infection among family groups was due to poor disciplines in these areas, allowing the infection to manifest further.
As the initial cause of the infection is still being investigated, the development of the outbreak has shown all the normal characteristics of food poisoning outbreaks.
For individuals and family groups the lessons to be learned are those of extra precautions in hand washing and surface cleaning disciplines, in particular where young children are involved who do not understand. Everyone should remember though that bacteria become resistant to our attempts to keep them in check, so our efforts must be constant.
Food producers and manufacturers have additional responsibilities. The recent increase in demand for approved food hygiene training courses, and interest in auditing and inspection services shows that there is a constant need for reminding staff of their responsibilities in this area. |
